| AdminHistory | The Assessment, Rate and Appeal Committee was formed in December 1851, after the passing of the Borough Improvement Act that year, which saw the transfer of the duties of the Street Commissioners to the Corporation. Its function was to manage and transact all matters relating to the preparation and collection of all rates made, assessed and levied by the Council, to hear appeals and recommend abatements. Further, it was to audit the accounts of the Collecting Department and forward them to the Finance Committee. Finally, it was to recommend staff, their salaries and remunerations for appointment by the Council. The committee was merged with the Finance Committee in November 1858, creating the Finance, Rate and Appeal Committee, though the committee appears to interchange its name with the Finance Committee and its formal name, even in its own reports, although after July 1875, it was called the Finance Committee (see BCC/1/AH Finance Committee). |
