| Description | The following special sub-committees were formed for specific reasons, sometimes sitting for just one session, for the purpose of undertaking the project stated in the sub-committee title. The description here lists all relevant minute volumes, dates and minute numbers together. This has been done to avoid making the hierarchical structure of the catalogue too complicated. The initital special sub-committee was formed in February 1881, to 'enquire into the entire working of the Department, to ascertain how far it is practicable to classify the men and establish a system of piece work and to what extent mechanical appliances may further be beneficially introduced'. To do this, the Sub-Committee visited other towns and cities. The purpose of the follow-up sub-committee, appointed in February 1882, was to put the recommendations of the previous sub-committee into practice. The special sub-committees that reported to the Public Works Committee, and its predecessors, are listed below:
