AdminHistoryThe duties of the District School Managers were outlined at their first meetings in 1903 (see BCC/1/BH/8). Having increased the number of District School Manager Committees set up for school management purposes from three to six in 1911, the Elementary Education Sub-Committee recommended in 1915 the reduction in District School Manager Committees back to three again for reasons of economy (see BCC/1/BH/9). The recommendation was heeded and the number of committees was reduced to three again in 1915, North and North-east District, South and South-east District and North-west and South-west District.

In May 1925 there was a slight alteration in the boundaries of the three districts into which the city was divided in order to create more equality in the volume of work falling upon the respective bodies of District School Managers. At the same time it was resolved to change the name of the three districts for school management purposes from North and North-east District to North District, from South and South-east District to South District and from North-west and South-west District to West District.

The Education Act of 1944 ended the overlapping system of elementary and higher education, and introduced a public educational system divided into three stages of primary education (up to 11 - 12 years), secondary education (from 11 - 12 years to 15, 16 or 18 years) and further education. With the separation of primary and secondary educational groups the reports and recommendations of the District School Managers were forwarded to either the Primary Education Sub-Committee or to the Secondary Education Sub-Committee as appropriate rather than as formerly to the Elementary Education Sub-Committee.

In 1971 it was resolved to replace the present system of District School Managers with three District School Governing Bodies for all county, primary and secondary schools. The District School Governing Bodies would report to the Education Committee through new District School Government Sub-Committees (see BCC 1/BH/23). The move coincided with the decision by the Education Committee in 1971 to replace the Primary Education Sub-Committee (see BCC/1/BH/2/1) and the Secondary Education Sub-Committee (see BCC/1/BH/3/1) by a single Schools Sub-Committee (see BCC/1/BH/22/1).
