The minutes include information on individual inmates, their health, age, whether they have secured employment (e.g. the care of the Boards of Guardians). The records have therefore been closed for 100 years, in accordance with the Data Protection Act (1998).
AdminHistoryThe Industrial School at Shustoke, Coleshill, Birmingham, later known as Shawbury Approved School, was established in 1868 and came under the control of Birmingham Education Committee in 1903, following the disestablishment of the existing standing committee that was responsible for the institution (see BCC/1/BB Industrial Schools Committee). At the first meeting of the Attendance, Finance and General Purposes Sub-Committee in April 1903 the Shustoke Industrial School Sub-Committee was appointed. Boys up to the age of sixteen years were sent to the school by instruction of the Magistrates and were taught shoemaking, bakery, tailoring, carpentry, farming on the large school farm and gardens as well as written academic subjects and sport. Children sentenced by the Birmingham magistrates could be sent to other approved schools such as the Tennal School in Harborne or to approved schools in other parts of the country.

With the discontinuation of the Attendance, Finance and General Purposes Sub-Committee in 1927, the administration and management of Industrial Schools was transferred to the Special Schools Sub-Committee (see BCC/1/BH/5/1). After the passing of the Children and Young Persons Act, 1933, Industrial Schools became known as Approved Schools certified by the Home Office. With the passing of the Children Act in 1948, responsibility for Shawbury Approved School was transferred to the newly constituted Children’s Committee (see BCC/1/CT).
