AdminHistoryThe Education (Choice of Employment) Act, 1910, gave local authorities the power to assist and advise young people under 17 years of age concerning their choices in employment and training. The Attendance, Finance and General Purposes Sub-Committee presented a scheme to the Board of Education which promoted the creation of a new Central Care Committee, with a Central Juvenile Employment Exchange and Bureau, Branch Exchanges and a network of School Care Committees to advise young people leaving or having left school up to the age of seventeen years.

A slightly revised scheme attained the approval of the Board of Education and a Central Care Committee was set up in July 1911 consisting of members of the Education Committee and representatives of Employment Associations, Teacher Associations and other organisations. The functions of the committee were to arrange for information and advice on the choice of employment to be given to boys and girls (either directly or through their parents) both before and after leaving school, and to communicate and work with the Juvenile Labour Exchange run by the Board of Trade in the selection of applicants for suitable vacancies and registering applicants made by boys and girls for suitable employment.

The Central Care Committee reported to the reported to the Attendance, Finance and General Purposes Sub-Committee until 1918 when responsibility for it was transferred to the new Continuation Schools Sub-Committee (see BCC/1/BH/13/1). When the Continuation Schools Sub-Committee was not re-appointed in 1922 the Central Care Committee became the responsibility of the Juvenile Employment and Welfare Sub-Committee (see BCC/1/BH/14/1).
