AdminHistoryThe appointment of the initial six standing sub-committees by the Education Committee in April 1903 was accompanied by the appointment of three committees of District School Managers, with schools divided into a North District, a Central District and a South District. The duties of the District School Managers were outlined at their first meeting. They were to visit the Council Schools within their district; to consider the suggestions and reports made by the Superintendents and Inspectors of Schools appointed by the Education Committee and by HM Inspectors of Schools and make recommendations to the Elementary Education Sub-Committee; to consider the salaries of teachers in Council Schools and make recommendations to the Elementary Education Sub-Committee with regard to salary scales; to announce all vacancies to which teachers could be promoted and make recommendations to the Elementary Education Sub-Committee on the promotion of teachers; to arrange transfers of teachers between Council Schools; to handle requests for school materials by Council and Voluntary Schools; to confer with Superintendents and Inspectors of Schools if necessary; to handle complaints of parents against teachers and teachers against parents in the Council Schools; and to fulfil duties of management of the Voluntary Schools with the exception of appointment of teachers.
