The minutes of a meeting of 24 June 1930 include a joint report of the Councils of Birmingham, Smethwick and West Bromwich entitled 'Welfare of the Blind' touching on a scheme made by the Minister of Health under Section 102 (1) of the Local Government Act, 1929, in respect of services to be provided by the Birmingham Royal Institution of the Blind under the Blind Persons Act, 1920 (see minutes 2 - 3 in BCC/1/BM/10/1/1). |
