The minutes include information relating to all aspects of childcare provision in the city of Birmingham, including adoption and fostering, children's homes and remand homes. Included are the reports of the Establishment Officer (detailing staff appointments, grading and other personnel issues), the reports of the Approved School and Remand Homes Sub-Committee and Homes Sub-Committee (detailing the administration, staffing and finance of approved schools, remand homes and children's homes in the city, with associated statistics and reports on individual children), the reports of the Child Care Sub-Committee (detailing the placement of children in care), the reports of the Residential Nurseries Sub-Committee (detailing the administration, staffing and finance of individual nurseries), and the reports of the Children's Officer with statistical returns and lists of parents contributions with regard to child maintenance payments. There are also conference reports with detailed transcripts of discussions between the representatives of various local authorities concerning childcare provision and case studies concerning vulnerable children or young people with behavioural problems and the reports of the Finance and General Purposes Sub-Committee giving more general information about departmental staffing, resources and income and expenditure. The minutes of 22 September 1964 also include a report entitled 'Report on the Multiplicity of Welfare Visiting', dated 18 June 1964, which provides a comprehensive analysis of the functions of the department and the range of welfare responsibilities the Council and other organisations had during the first half of the 1960 (see minute 9661 in BCC/1/CT/1/1/17). |
