| AccessConditions | The records of the Homes Sub-Committee, later Homes and Nurseries Sub-Committee, later Homes Sub-Committee, later Homes and Hostels Sub-Committee, later Homes Sub-Committee are extremely sensitive, and often name individual cases of children in care. The records have therefore been closed for 100 years in compliance with the Data Protection Act, 1998. |
| AdminHistory | The Homes Sub-Committee was formed in July 1948, and consisted of nine members, with invited attendees from the Public Health and Education Departments. The sub-committee's first task was to survey all of the institutions coming under control of the Children’s Committee in 1948. Once this was achieved, in November 1948, the delegations to the sub-committee were defined as; to have control and administer residential nurseries and cottage homes (including the annexes in Wales); to appoint staff and administer all matters relating to employees; and to carry out repair works and arrange for regular committee visits. As such, responsibility fell on this sub-committee for institutions such as the Working Boys’ Hostel at Vauxhall, the Hawthorne House Residential Nursery, the Cottage Homes at Erdington, Shenley Fields, Caerynwch and Garth, and the Edgbaston Short-Stay Hostel.
In May 1952, the name of the sub-committee was changed to the Homes and Hostels Sub-Committee, and the minute sequence re-started, as the Residential Nursery Sub-Committee was formed to take on that part of the original function of the sub-committee (see BCC/1/CT/9). In March 1963, the name reverted back to the Homes Sub-Committee, then in May 1966, the name changed again to the Homes and Nurseries Sub-Committee, after the Residential Nursery Sub-Committee was amalgamated with it. The sub-committee reverted the following year to the Homes Sub-Committee, although through all these changes the minute sequence continued. The sub-committee remained in operation until the Local Authority Social Services Act, 1970, when the Children’s Committee and the Welfare Committee (see BCC/1/CU) were merged into the new Social Services Committee (see BCC/1/DJ). |
