The inaugural meeting of the Land Committee was on 4 October 1973 to elect the Chairman of the Committee. Minute No. 4 of the meeting on 21 December 1973 noted the following on their agenda: 'To consider the function of the Committee which will involve being responsible to all Policy and Resources Committee for the acquisition of all land and buildings and to have responsibility for ensuring the efficient use of all land and buildings.'
The minutes of 27 February 1974 list the following functions of the Land Committee: 1. The Land Sub-Committee will implement the directions of the Policy and Resources Committee with regards to all land and property held or required by the District Council. 2.1 Provide information or advice for the Policy Resources Committee. 2.2 Review the use of all land and buildings held by the District Council and make recommendations for its most effective use to the appropriate committee. 2.3 Co-ordinate the acquisition, leasing and appropriation of land and property to meet the requirements of and in consultation with the user Committee. 2.4 Control the development of all land and property owned by the Council. 2.5 Provide and manage central administrative accommodation of the Council. 2.6 Draw up and maintain a register of all land and property owned by the Corporation. 2.7 Valuation and management of all industrial/commercial premises owned by the Corporation. 2.8 Valuation of all land and property for Committees.
This, however, led to the Land Committee encountering problems with processing land transactions as it did not have the authority to acquire land. On 10th May 1974, the Policy and Resources Committee thereby issued a revised function No.2.3: 'To acquire, lease, dispose of, appropriate and co-ordinate the use of land and property to meet the requirements of the, and in consultation with, the user Committees.' |
