Sir,
I have consulted Mr. Brown on the subject of your Son’s case; but he does not feel himself qualified to give an opinion upon it.
Of the commercial regulations between the two Countries since the Union Mr. Brown has not had any experience; and, if he had, unless the particulars of the case were fully developed, which his avocations at this place preclude him from entering into, any opinion founded on insufficient data might tend rather to increase, than to obviate, the difficulty.
If the article in question is contraband, or any informality has taken place either in the shipment or landing of the goods, which subjects them to seizure, Mr. Brown does not conceive that any application short of one to the Commissioners of the Customs in London can prevent their condemnation; but if the transgression can be made to appear clearly the effect of inadvertence, and not from any intention of wilfully violating the established law, a strong representation of the case may possibly induce them to interpose and order their release on paying the proper fees to the Officers who have made the seizure.
