AdminHistoryThe Judicial Sub-Committee was appointed before November 1890. The sub-committee granted licenses for Hackney carriages, steam whistles, omnibus and tram routes, tram drivers and the tram cars themselves. It also dealt with Hackney carriage laws, fees and drivers charged with misdemeanours; omnibus laws and defaulting omnibus and trams drivers and owners. Further to this, it dealt with road and footpath obstructions and nuisances, betting and gaming, street trading and hawking.

The Judicial Sub-Committee was also an internal regulator. It dealt with certain matters regarding staffing (superannuation and whether to appoint police matrons for example); complaints against the Police Force by members of the public; as well as matters of internal discipline. The sub-committee also highlighted and rewarded acts of bravery or outstanding service, and investigated operational procedures and regulations, such as dealing with drunks, and the force structure, such as the reorganisation after the 1891 city extension.

In November 1935, the sub-committee changed its name to the Police Sub-Committee. There was no apparent reason for this name change and in November 1942, it returned to being called the Judicial Sub-Committee. The Judicial Sub-Committee was disbanded in April 1965, after which the Public Safety Committee took on much of its work (see BCC/1/DF).
