| Description | The minutes are handwritten and printed and signed by the committee chairman. Minutes BCC/1/AH/1/1/1 are in a slim white notebook, and have been boxed to protect the fragile volume. Minutes BCC/1/AH/1/1/2 onwards are in uniformly titled committee minute volumes. The reports within the minutes expand and get more detailed to cover the increasing number of committees within the Council. By 1900 printed versions of the borough rate estimates, loan authorisations and special meetings are included. The later minutes include very detailed financial records, including annual expenditure sheets and lists of cash taken for the Head Office and District Rates Offices, lists of committee and departmental expenditure, reports of various service heads regarding the financing of various projects and initiatives, and reports of the Estates Department relating to the acquisition of property and appropriation of lands. There are also lists compiled by Finance (Accounts and Licensing Sub-Committee) detailing the names of offenders charged with driving without a license and properties where occupants had breached covenants or had arrears of payment under the terms of the Housing Acts. |
