AdminHistoryFrom 1 April 1924 the terms of reference of the Juvenile Employment and Welfare Sub-Committee were extended to include the administration of unemployment insurance alongside the existing Choice of Employment work advising young people on employment and training as described above (see BCC/1/BH/14/1). To cope with this work the Juvenile Employment and Welfare Sub-Committee now appointed three District Employment Committees known as the North and North-east Employment Sub-Committee, the North-west and South-west Employment Sub-Committee and the South and South-east Employment Sub-Committee to act as a link between the main Juvenile Employment and Welfare Sub-Committee and the already existing Group Care Committees (formerly known as School Care Committees) which concentrated on the after care of school leavers and young workers. The District Employment Sub-Committees were to include members of the Juvenile Employment and Welfare Sub-Committee (see also BCC/1/BH/14/1), representatives from each of the already existing Group Care Committees in the District and also teachers, employers and employees who could advise on immediate problems in industry which could affect the employment of young people.

The duties of the District Employment Sub-Committees were to appoint the Group Care Committees in the various districts; to consider the reports made by the Group Care Committees and make recommendations to the Juvenile Employment and Welfare Sub-Committee; to visit their district Employment Exchanges; to collect information on trades and conditions of employment; to arrange ‘Rota Committees’ to interview young people for Unemployment Insurance benefit; and to offer lectures on employment opportunities to after-care Helpers and school leavers and to arrange visits to works for Head Teachers and After Care Helpers. From 1 November 1925, the Juvenile Employment and Welfare Sub-Committee resolved to change the name of the District Employment Sub-Committees to North District, South District and West District.
