AdminHistoryIn March 1962 the Education Committee embarked on a major reorganisation of the committees concerned with the Youth Service. The constitution of the standing Youth Employment Sub-Committee (BCC/1/BH/14/1) was widened so that the sub-committee had increased representation on it of voluntary youth organisations and was the executive sub-committee for the Youth Service as well as for Youth Employment. The standing Youth Sub-Committee was created with identical membership to the Youth Employment Sub-Committee to take over the functions with regard to the Youth Service. Consequently, a standing Youth Employment Sub-Committee with an amended constitution and a standing Youth Sub-Committee were created to replace the present Youth Employment Sub-Committee.

The Youth Committee was replaced by a Youth Service Advisory Committee appointed by the Finance and General Purposes Sub-Committee who were to advise the Youth Sub-Committee or the Further Education Sub-Committee (who were also involved in youth work) on youth service matters as appropriate (see BCC/1/BH/21/2). The Youth Council set up in 1940 to work alongside the Youth Committee was disbanded.

The orders of reference of the Youth Sub-Committee were outlined at their first meeting in June 1962 and included reporting to the Education Committee on all matters concerning the provision of facilities for the recreation and social training of young people (except those provided by places of Further Education which were under the control of the Further Education Sub-Committee) and to handling all administrative questions relating to such provision. The Further Education Sub-Committee was also required to liaise with the Youth Sub-Committee on the provision of facilities for youth in community centres.

In April 1963 the Chairman of the Education Committee discussed plans to streamline the work of the sub-committees including those involved with youth work. The Youth Sub-Committee was in favour of concentrating all youth work to itself but the Chairman felt that this was impractical unless the sub-committee also dealt with ‘leisure time adult education’ administered by the Further Education Sub-Committee and provided by many places of Further Education with facilities for people of all ages including young people. It was resolved to enlarge the responsibilities of the Youth Sub-Committee to include its present work in addition to taking over the youth work and other leisure time adult education currently administered by the Further Education Sub-Committee. The Youth Sub-Committee consequently met for the last time in May 1963 and was replaced by the new standing Adult Education and Youth Sub-Committee (see BCC/1/BH/21/1).
