AdminHistoryThe Monyhull Residential School, Kings Heath, was established in 1913 following an agreement made betweeen the Board of Guardians and the Education Committee. It was opened for children with epilepsy, mental health or behavioural issues or learning difficulties. From 1931 the school was maintained by the 'Mental Deficiency Act Committee' (see BCC/1/BY) with the Education Committee accepting financial responsibility for the Birmingham children there who until that date been maintained by the Public Assistance Committee, the successors of the Board of Guardians. There are no surviving records of the school whilst under the jurisdiction of the Boards of Guardians.

When the 'Mental Deficiency Act Committee' ceased to exist in July 1948 the maintenance of the school became the responsibility of the Education Committee. Due to the type of services offered by the school it was resolved to establish a Monyhull School Management Committee consisting of representatives of the existing Monyhull Hospital Management Committee and the Special Schools Sub-Committee. The representatives were to be appointed by the Special Schools Sub-Committee and the Monyhull School Management Committee, and were to report and make recommendations to the Special Schools Sub-Committee.

From October 1949 the Monyhull School Management Committee reported to the newly created Special Services Sub-Committee (an amalgamation of the Special Schools Sub-Committee and BCC/1/BH/10/1 Hygiene Sub-Committee). The 1949 - 1951 minutes could not however be listed with the Special Services Sub-Committee records as they are in a volume of minutes which starts in 1948. From January 1952 the school was known as the St Francis Residential School, Kings Heath and the minutes of the St Francis Residential School Management Committee from 1952 - 1960 are listed with the Special Services Sub-Committee records (see BCC/1/BH/16/1).
