AdminHistoryThe Joint Negotiating Sub-Committee comprised of four Council members and several staff representatives. It was formed to discuss the scheme of conditions of service laid down by the National Joint Council for Local Authorities’ Administrative, Professional, Technical and Clerical in January 1946, set up to bring all Councils in line on pay and conditions, and the like. From their report, the new Establishment Committee was derived within eighteen months, and was in fact little different from the Salaries, Wages and Labour Committee, as the Council operated on similar guidelines suggested in the report.
