DescriptionThis special committee was set up in response to the interim report of the Special committee appointed to investigate indoor and outdoor relief (see GP B/2/7/5), which had recommended its founding. Consisting of eight Guardians, the committee was created to examine the cases of those able-bodied men receiving relief, and to decide on whether or not they should be ordered into the test wards. The committee was also to supervise the existing provision of test labour (see GP B/2/3/6-8 for minutes relating to the earlier history of the Test House and test wards).

The volume contains minutes on the Guardians' discussions relating to the test wards, the type of work done within them, and other related matters such as the hours of work, and the levels of relief to be awarded. The volume is not indexed.
