The action is in answer to resolution 29,189 of the General Purposes Committee: as part of the transfer of poor law functions there was a change in allocation of institutions and classification of inmates. It particularly makes reference to Boarded Out Adults (who were in general suffering from mental illness) and the desire to site them within the borough's institutions rather than continue with the boarding out (paying for them to stay in another borough's, or private, accommodation).
