Street 'scavenger' cleaning wood pavement, Paradise Street, Birmingham 'Scavenger' was an archaic term used to describe street cleaners or road sweepers. They had been employed by the Birmingham's Commissioners of the Streets since 1769, then by the Corporation of Birmingham, when the Council took over the public health and street improvement functions from the Street Commissioners in 1851.
