February the 7th, 1791.
To Mr. Swediaur.
Dear Sir,
I hereby impower you to enter into a treaty with the National Assembly of France, or with their Committee of Finance, for the coining of the whole of the money of that kingdom at a certain price per ton or per pound weight; or, in case such plan should be inadmissible, then I impower you to offer to sell them my coining mill with all its appertainences; the powers, advantages, and properties of it you are already acquainted with.
And in case you can agree upon either of the aforesaid plans, then I also impower you to treat for the purchase of all their bells upon such terms as will enable me to refine them and manufacture them in France into money and such other articles as they now are obliged to import from other countries, the particulars of which I have already mention'd to you.
If you find the gentlemen of the Committee disposed to enter into a contract, and my presence should be absolutely required, I will come over at a few days' notice; but if you can conclude a contract without me it will be more convenient to me at this time, as I have just contracted to coin 20 million of pieces for a great Company, which must be finished, and which I have engaged to compleat in six weeks from the day of their first delivery of the copper, which I expect will not take place of nine days yet to come.
