| Description | The independent Birmingham Conurbation West Midlands Lay Visiting Scheme was established in 1983 and is administered by the West Midlands Police Authority. It consists of voluntary observers who make unannounced visits to police stations to check upon the safety and well-being of persons held by the police and report their findings to the local community and the independent Police Authority as well as to the Chief Constable.
