Applicant overview: IPSEA was established as a voluntary organisation in 1983 and registered as a charity in 1989. IPSEA offers free and independent advice to parents of children with special educational needs in England and Wales on: 1) local authorities' legal duties to assess and provide for children with special educational needs; 2) exclusions of children with special needs/disabilities and 3) actions or inaction by local authorities and/or schools which discriminate against children with disabilities. Nature of support: In 1996 the Trust agreed to two annual grants of £10,000 towards the cost of training voluntary advisors for parents of youngsters with learning difficulties. In 1996 the Fund agreed to underwriting totalling £25,000 to support an IPSEA led legal challenge against a local education authority. In 1997 the Trust approved a further £20,000 grant to IPSEA for 1997/1998 with a similar figure for the following year. Renewed support at £20,000 per annum was approved for two years in 2000. That same year the Fund approved a single grant of £10,000 to the Friends of IPSEA. In 2001 support was approved at £20,000 per annum for two years.
