Applicant overview: The EMS was established to provide support and advice to black voluntary sector (BVS) organisations in response to significant changes in the funding streams available to BVS organisations. Specifically, the programme aims to, 1) provide the bvs with training and technical assistance in business planning and change management, 2) establish a BVS policy research support network, 3) develop new avenues for the collection and dissemination of information on service provision as affecting the black community, and, 4) provide an independent means for the evaluation, documentation and eventual replication of black-led community development initiatives.
