The HLPR is the oldest penal reform charity in the UK. It was established in 1866 and is named after John Howard, one of the first prison reformers. Nature of support: In 2009 the Trust approved a grant of £30,000 to fund the production of a report analysing the legal entitlements of vulnerable young adults to suitable accommodation and support services in the community, together with a practitioner's guide as to how to obtain such entitlements.
