The HLPR works with parliament and the media, with criminal justice professionals, students and members of the public, influencing debate and forcing through meaningful change to create safer communities. The HLPR is the oldest penal reform charity in the UK. It was established in 1866 and is named after John Howard, one of the first prison reformers. The HLPR is entirely independent of government and is funded by voluntary donations and membership subscriptions. Nature of support: In 1983 on the advice of Southfield Trustees the Trust agreed to three annual grants of £2,500 per annum. In 1985 a single grant of £7,500 was approved towards the salary of a new director. In 1986 a single grant of £2,500 was made for general funds as well as a single grant of £3,000 towards the publication of a study on black people in prison.
