The neighbourhood council is independent from local and national government and is designed to give voice to ordinary people who may not be heard in the halls of power and to ensure that policy makers hear these voices. This action in turn leads to a sense of community, community empowerment and self-help. Neighbourhood councils can undertake a vast range of activities from cleaning up vandalism to operating day care centres to inputs into urban planning. The ANC was created in 1970 to research and campaign for the application of neighbourhood council structures in the UK. Nature of support: In 1982 the Trust made a grant of £5,000 to the ANC following its merger with National Federation of Community Organisations (NFCO).
