Applicant overview: BCEP was established in 1985 for the purpose of working with tenants' groups in providing information, advice and the recourse to legal action on issues which have been, and remain, of huge importance and massive difficulty to tenants of low rise and tower council estates across Birmingham. BCEP won a legal case giving tenants the right to sue councils for repairs of council properties. Nature of support: In 1985 the Fund approved a grant of two years amounting to £15,000 to establish BCEP. In 1986 the Fund made a further grant of £15,000 pending an appeal of the BCEP victory in the High Court. In 1987 Directors made three additional annual grants of £20,000 to BCEP. The project wrapped up in 1987, which led to the cancellation of payments beyond that date and the return of unspent funds.
