AdminHistoryInner City Partnerships were established in he 1970s, to tackle deprivation in urban areas. Initially a partnership between Central Government and local authorities to improve the qualtiy of life for residents of such areas, they later developed links with other public sector bodies. Birmingham City Council administered the local schemes. Initially known as ICPP, the Inner City Partnership Programme between the national government, The City Council and West Midlands County Council targeted funding in designated areas on additional educational, infrastructure and social provision. After the abolition of West Midlands County Council in 1986, the ICPP developed into BICP [Birmingham Inner City Partnership] which included district health authorities as well as Birmingham City Council and Whitehall departments.

Banner Theatre has consistently sought funding through ICPP and BICP, as its campaigning role and promotion of social coahesion and anti - racist stance has inevitably involved it with quality of life issues in inner city areas.
