DescriptionTwo copies of a report published by the Indian Workers Association in November 1965, commenting on the Labour government's 1965 White Paper on Immigration from the Commonwealth, which modified the 1962 Commonwealth Immigrants Act, tightening immigration controls. 'The Victims Speak' presented the arguments and justifications put forward by politicians for the controls outlined in the White Paper, using statements by politicians, newspaper and journal editorials, and government statistics on immigration. It also commented on social issues affecting both host and immigrant communities, such as the housing shortage, and the difficulties in teaching large numbers of immigrant children concentrated in some schools. The report states the needs for further race relations legislation, and puts forward proposals for achieving integration.
