The new company was established in 1989, to 1) help people from low income backgrounds, particularly in black and ethnic minority communities, gain access to business resources, 2) encourage the regeneration of the local economy by addressing the social justice issues raised by inequality of opportunity in the business start up field, 3) encourage positive changes in the policies and practices of relevant public, private and voluntary sector institutions, and 4) help the consortium's member agencies to deliver a more effective service to would-be entrepreneurs with whom they are in contact. Nature of support: In 1989 the Fund agreed to a block grant of £50,000 to the BBRC. That same year the Trust and Fund agreed to transfer Vocational Training Fund monies for 1989/1990 and 1990/1991 to the BBRC. In 1990 the Trust made a single grant of £4,500 to the Community Enterprise Centre set-up by the BBRC while the Fund transferred £45,500 to the BBRC.
