Funding source(s): Barrow Cadbury Trust, Civil Rights Programme. Applicant overview: ECAS was founded in 1990 to monitor European Union policies which affect the interests of the voluntary sector and provides advice about lobbying and fundraising to almost three hundred members. ECAS focuses on, 1) providing good quality information through its magazine, 'The European Citizen', conferences and seminars, 2) the creation of a variety of European associations and coalitions in the areas of health, culture, training of which the most important is Voluntary Organization in the Citizens' Europe (VOICE) on the revision of the EU Treaty, and 3) establishing a high profile as a result of its European telephone hotline on visible and hidden barriers to the free movement of people. Nature of support: In 1996 the Trust agreed to offer a single grant of £7,200 towards the lobbying of member states on an extended anti-discrimination clause at the 1996 Inter-Governmental Conference.
