Applicant overview: Oxfam was originally founded in Oxford, in 1942 as the Oxford Committee for Famine Relief by a group of Quakers, social activists, and Oxford academics. Oxfam believes that poverty and powerlessness are avoidable and can be eliminated by human action and political will. The right to a sustainable livelihood, and the right and capacity to participate in societies and make positive changes to people's lives are basic human needs and rights which can be met. Oxfam believes that peace and substantial arms reduction are essential conditions for development and that inequalities can be significantly reduced both between rich and poor nations and within nations. Oxfam became a registered charity in 1965. In 2002 Oxfam approached the Trust for support in launching a project to ensure that the international or external dimension of UK and EU asylum policy is, 1) protection oriented, 2) founded in a full understanding of the realities of refugees' situations, and 3) based on the principles of global responsibility sharing and international solidarity. Nature of support: In 2002 the Trust approved grants of £38,000 for 2002/2003 and £39,000 for 2003/2004 towards the salary and associated costs of a project officer's post in the Oxfam UK Poverty Programme.
