Applicant overview: The Scarman Trust was established to promote 1) the non-partisan advancement of constitutional and political education generally in relation to the rights and liberties of all citizens, and 2) research into the comparative constitutional structures and mechanisms in and for democratically governed states and to disseminate findings. The Scarman Trust became a registered charity in 1998. Nature of support: In 2000 the Trust approved a single grant of £30,000 towards the costs of pilot initiatives in Leeds and Birmingham launched by the Scarman Trust's Social Exclusion Unit (SEU).
