Applicant overview: IGRAT was formed in April 1986 following a meeting of researchers from the United Kingdom, United States, West Germany and Spain to discuss how they could support the work of the European Committee to Preserve the ABM Treaty (ECPAT) and at the same time provide a non-partisan, non-lobbying education service. IGRAT aims to 1) provide a network among researchers working on ballistic missile defence and its relationship with the ABM Treaty, 2) coordinate research on ABM Treaty related issues, 3) point to existing 'grey areas' of the ABM Treaty, 4) discuss and evaluate claims and accusations about violations of the ABM Treaty, 5) point to consequences if the ABM Treaty is abrogated, 6) develop practical proposals for strengthening the ABM Treaty at its third review conference in 1987, 7) advise decision-makers, the media, and the general public on any present or future conflict between new weapons systems and the ABM Treaty, and 8) inform the general public - churches, trade unions, professional organisations, peace groups and political parties - about the ABM Treaty.
