Funding source(s): Barrow and Geraldine S. Cadbury Trust, Southfield Trust. Applicant overview: The HLPR was founded in 1866 by John Howard and is the oldest penal reform charity in the United Kingdom. Its work includes lobbying parliament to influence government policy on prisons and criminal justice, campaign and project work and commissioning research in the field of prison reform. Nature of support: Following the termination of a five-year grant for administrative costs in 1978 the Trustees reconsidered the nature of their support for the HLPR. With the support of the Southfield Trust HLPR grants were made on an ad hoc basis, primarily to support research and enquiry work. A series of small grants were made for this purpose between 1980 and 1982. Following the appointment of a new director the Trust made a £7,500 grant as a gesture of good will and continuing support.
