Applicant overview: The Justice Against Identification Laws (JAIL) programme, later the Criminal Resource and Action Group (CRAG), aims to ensure that the Devlin Committee on the Docks recommendations on identification procedures are followed. JAILS efforts in this area have broadened to include a focus on procedures for attributing verbal statements. JAILS findings, based on their involvement in a number of cases, were collated and submitted to the Royal Commission on Criminal Procedure. Nature of support: By 1979 the Fund had provided JAILS with £10,000 in grants. In 1980 a further £4,000 annual grant was issued with a series of further small grants to allow the author of the 'verballing' report, Martin Walker to compile his findings. Notes: The Fund found that the JAIL/CRAG transition from enforcing identification procedures to opposing 'verballing' (police falsely attributing statements to suspects) issue could lead police and the media to take the view that the Cadbury Trusts were anti-police.
