Funding source(s): Barrow Cadbury Fund Ltd. Applicant overview: Merfyn Turner was active throughout his life in penal reform. He visited prisoners, advocated hostels and after-care. He established Norman House in 1954 as a prototype halfway house for offenders. In addition to his hostel work Turner carried out a series of visits to overseas prisoners, especially those incarcerated in Turkey. Turner died in 1991.
