Applicant overview: The HLPR is a national charity working for less crime, safer communities and fewer people in prison. The HLPR works with parliament and the media, with criminal justice professionals, students and members of the public, influencing debate and forcing through meaningful change to create safer communities. The HLPR is the oldest penal reform charity in the UK. It was established in 1866 and is named after John Howard, one of the first prison reformers. The HLPR is entirely independent of government and is funded by voluntary donations and membership subscriptions. Nature of support: In 1992 the Trust agreed to three annual grants at £21,000, £22,000 and £23,000 respectively. These grants were subsequently standardised at £21,000 per annum.
