Applicant overview: The NCN was established by the union in 1982 from the union of the National Federation of Community Associations (NFCA) and the Association for Neighbourhood Councils (ANC). The ANC was formed in 1970. Its purpose was to act as a parliamentary pressure group to legislate for neighbourhood/urban parish councils in the larger English towns and cities. This effort was not successful and in 1973 a director was appointed with the remit of continuing talks with national and local government, promoting voluntary neighbourhood councils that would eventually become statutory bodies and encouraging membership in the ANC. The NFCA was established in 1945 as a membership organisation of community associations. The NCN became a registered charity in 1986 and aims to encourage all groups interested in neighbourhood and community development to focus on important issues and to develop common ground among members (and non-members) to prosecute these interests.
