He continues to talk about his objectives in educating children with disabilities, to help them to integrate into sighted society, the beginnings of the blind welfare system in the eighteenth and nineteenth centuries, the development of the segregated education system for blind children and the need to improve the system so that the child becomes a more physically and emotionally integrated citizen and can be taught in a class with sighted children. He talks about experiments with open or integrated education at a school for blind children in Liverpool where children join a sighted school for some classes, and his hope for a system where all children, not just those who are 'gifted', are introduced back into mainstream comprehensive education (tracks 7-9).
