This recording is a continuation of discussions between NUPE and Banner about the approach to be taken in the forthcoming production of 'Dr Healey's Casebook' Roger Poole, Tony Nichols and a third (male) official represent NUPE and Charles Parker, Chris Rogers and Dave Rogers represent Banner.

The NUPE officials consider points made in a report presented to them by Banner, with headings such as 'general; history (of NHS); struggle (public v. private, capitalists v. workers); achievements of public sector; attack on the public sector'. These discussions are framed within a socialist perspective, but with NUPE officials identifying key political and economic points to be brought out in the production and also suggesting potential pitfalls of pursuing particular lines of argument; and Banner members discussing both political points and creative, theatrical points.

The need for public sector cuts is queried, as is the impact of such cuts. The question of who should control the NHS is considered. Dave Rogers advocates local, community control and individual trade unionist views on the meaning of, and ways of attaining industrial democracy are recorded (Tracks 2 -6).

Perceived imbalances in funding of sections of the NHS are noted, with intensive care units being seen as favoured in comparison to psychiatric hospitals such as Highcroft Hospital (Track 1). The terms & conditions of junior doctors within the NHS are considered (Track 8). The role of bureaucracy within the public sector is discussed, as is the operation of Method Time Measurement (MTM). Its use as a measure of efficiency and the nature of 'efficiency' are examined (Tracks 14 - 16). The nature of domicilary services for elderly patients is considered, as are attitudes to older people.(Track 19).

The negative role of the media in portraying the public sector is discussed, as are potential dramatic devices (including 'actuality' to illustrate particular points (Track 9). The nature and characteristics of 'actuality' are considered (Track 13).
General points raised in the recordings include the war-time Dock Labour Board (Track 7) and observations about the failure of society to mix generations, leading to problems associated with areas of 'young people' such as Chelmsley Wood (Track 19).

The mechanism for NUPE to pay Banner is noted (Track 19).
