This is a recording of a meeting of the NUPE Health Service Area Committee. Tracks 1 - 8 focus Banner's production for NUPE, whilst tracks 9 - 19 concern general union business, as governed by the meeting's agenda. (This meeting appears to continue on MS 4000/6/1/81/4/C.)

Charles Parker, Chris Rogers and Dave Rogers represent Banner and describe the process of developing a script (Track 2). Union members provide examples that may be useful for Banner, including situations at Stratford and Chelmsley Hospitals (Track 2). Tensions between the National Development Group (on mental health issues) and local hospital managements are referred to (Track 2) and low pay rates and high staff turnover within the health service are described (Track 3). The composition of area health authorities is noted as being unrepresentative of communities and the work force, and seen as hindering effective control of the Health service (Track 4). Private health provision, the use of agency staff by the NHS and staffing imbalances within the NHS caused by a reliance on natural wastage are identified as issues (Track 4 - 5). The call by the Socialist Medical Association for more expenditure on preventative medicine is recorded (Track 8).

Dave Rogers refers to the need for examples that will allow points to be made as 'good theatre' and Charles Parker relates his childhood dental experiences as an example of the sort of pre-NHS events that Banner hope to portray (Tracks 5 - 6).

Tracks 9 - 19 are recordings of the main business meeting of the committee, including votes on resolutions and discussions of industrial relations matters.
Items considered include training for ambulance crews (Track 9), attacks on staff in psychiatric hospitals (Track 10) and payments for ancillary staff & differentials between nursing and ancillary staff (Tracks 10 - 11).

Tracks 12 - 13 concern the Lord McCarthy Report on the Whitley Council (system of pay determination). The committee considers the report's proposal to alter union and professional body representation on the Whitley Council. Comments are made about potential losers and winners amongst unions.

Tracks 14 - 19 involve discussions about structures for pay negotiations and consultations and pay and conditions. References are made to similarities and differences between the health service, local authorities and the water industry (tracks 17 - 19).
