Track 1 is a recording of Charles Parker singing 'The Internationale'. Tracks 2 - 6 appear to be a continuation of the NUPE Health Service Area Committee of 14/09/1977 (see MS 4000/6/1/81/3/C). Track 7 is a recording of geriatric services in Warwickshire. Tracks 8 - 9 are recordings of a personal hospital appointment made by Charles Parker on 15/09/1977. Tracks 10 - 19 are recordings of a meeting of the NUPE Local Government Area Committee (see MS 4000/6/1/81/5/c).

The NUPE Health Service Area Committee meeting considers the McCarthy Report into the Whitley Council and a vote is taken on Roger Poole's recomendations to the meetings (Tracks 5 - 6). An assessment of the collective bargaining machinery of the NHS is given (Track 2). Other items raised during the discussions include the NHS Ancillary Staffs Council (Track 2), the ACAS (Arbitration and Conciliation Advisory Service) Code of Practice on disclosure of information (Track 3), industrial democracy for the public sector (Tracks 3 - 4) and the unrepresentative composition of area health authorities (with particular reference to Coventry AHA(.

Views are expressed during this discussion about NUPE's attitude to professional bodies in the NHS, including the Royal College of Nursing (RCN) and the Health Visitors' Association (HVA) (Tracks 5 - 6).

Track 7 is a recording made by Charles Parker and Dave Rogers of Monica Langford of Bearley, Warwickshire. A 'vicious circle' affecting geriatric services in Warwickshire is described, where patients well enough to leave hospital can't move because of a lack of suitable care home places, whilst those in care homes or at home who require hospital beds can't access these.

Tracks 8 - 9 are recordings made by Charles Parker whilst he attended an appointment at Birmingham General Hospital. Background noises are noted, as are general exchanges with hospital staff. Parker also reads aloud the text of a leaflet by the Campaign for Independence in Medicine, which calls for opposition to the Government's plans to remove private health provision within NHS hospitals.

The rest of the tape records a meeting of NUPE's Local Government Area Committee, which Banner Theatre attended. Charles Parker, Chris Rogers and Dave Rogers represented Banner, whilst those named on the tape from NUPE include Roger Poole, Peter Brewster and Bill Belcher.

The effects of public sector budget cuts is discussed on a range of services, including school meals, housing repairs, school maintenance, grounds & road maintenance, sewerage and waste services. food inspection etc. The close inter-relationship of local authority services and the NHS is discussed (Tracks 14 - 15) and the causes and consequences of vandalism are considered (Tracks 12 & 15). Redditch Action Committee against the Cuts is identified as a case study for Banner (Tracks 10 & 16). Roger Poole identifies the Public Sector as having a role in assisting the introduction of new technology in the private sector, if strengthened to offer displaced private sector workers employment in interesting and socially useful public sector jobs (Tracks 17 - 18).
